The most common is that one will find a wireless provider that is giving away a phone as a promotional item. For sure, just about everyone today is doing so. In the other, one will participate in a government sponsored program that helps people of certain incomes obtain phones and the airtime to use them.

This can really be something for those who just can't afford even those pay-upfront cell phone packages. They may not even be able to afford a stand-alone telephone in a home. What is for certain these days is that going without some kind of communication device such as a telephone or cell phone can really put a person at a disadvantage, including when it comes to an emergency situation.

A number of companies and organizations exist -- with all having websites on the Internet -- that will aid in helping the person get their free cell phone. Not only will they get the phone, but they'll also have regular cellular service and a certain number of minutes per month which will roll over if they are not used. They will have to provide proof that they meet certain income guidelines, though.

For the most part, those wishing to qualify to obtain a free cell phone using government programs have to already be enrolled in some sort of other federal or state program that provides assistance. This may be those who live in public housing or are drawing on Medicaid for their health needs or are receiving food stamps. Income levels are not that strenuous, though.

For the most part, people must be making less than-6% of the federal or state poverty level before being eligible to qualify. Additionally, nobody else within the household can currently be participating in one of these free cell phone programs. It's usually the case, however, that no one else will actually be enrolled in this sort of program.

Another thing to keep in mind is that there must be a real home address -- meaning no post office boxes -- before a person can be enrolled in the program. Persons wishing to apply -- and it can be done very easily online -- must be able to supply actual proof that they are participating in those other federal or state assistance programs mentioned above.

There is not really all that much to actually qualifying for a free cell phone under these programs. For those who are more interested in obtaining a free cell phone as part of a wireless provider's normal promotional activity, just about every single one these providers will throw in a free phone for most any person willing to enter into a short length contract with them.
